The overall goal of the Security Vulnerability Assessment is to develop recommendations that lead to a cost-effective, balanced security protection system with regard to the malevolent acts identified.

Eight Major Elements

A Satisfactory Security Vulnerability Assessment (SVA) is comprised of the following eight major elements and processes. A SVA is a systematic analysis used to determine the malevolent risks posed to the operations of an organization. A satisfactory SVA is a thorough and systematic evaluation of the organization, characterized by the following elements:

1. Determination of organizational security objectives.

2. Prioritization of adverse events/consequences affecting the organization and the surrounding community.

3. Definition of how the malevolent acts might be conducted.

4. Assessment of the likelihood (qualitative probability) of such malevolent acts from defined threat sources (e.g. terrorist, insider, determined vandal, casual vandal, etc.)

5. Systematic site characterization of the organization.

6. The approach to the SVA is “performance-based,” meaning that it evaluates the risk to the organization based on the effectiveness of the security system against the specific malevolent acts determined in the initial step.

7. The SVA determines the most critical assets (targets) in a organization, details their interrelationships within other assets in the system, identifies the consequences of malevolent acts that could be directed against them, and evaluates the effectiveness of both existing and proposed protection systems.

8. The SVA identifies an organization’s vulnerabilities and provides a prioritized plan for security upgrades, modifications of operational procedures, and/or policy changes to mitigate identified risks to critical assets. The SVA also provides a basis for comparing the cost of protection against the risks posed.
